The following chart outlines the annual minimum drug and alcohol random testing rates established within each of DOT's Operating Administrations for 2001.

United States Coast Guard (USCG) 50% Not Applicable
Note:  Employers subject to more than one Operating Administration rule may continue to combine their covered employees into a single random selection pool.   However, employers may do so only if they test at or above the highest random rates established by the Operating Administrations under whose jurisdiction they fall.  For example, an employer having both FHWA-covered and FRA-covered employees in one pool must test, as a minimum rate, 50% for drugs and 25% for alcohol.  Please contact the appropriate Operating Administration for additional clarification.
